You'd need an emulator like Sheepshaver, and that certainly doesn't require 10.4. You cannot run the Classic environment on an Intel Mac. What the heck do you need to run that can't run on 10.5 or later? If it's from your childhood then it isn't going to play. You'd need either the OEM discs for your specific model or a cracked OEM disk image of 10.4.10.
